Office of Management and Budget Guidance on the GMLoB

In 2003, under the President's Management Agenda, Electronic Government (E-Gov) initiative and Public Law 106-107 (Grants Streamlining), the Office of Management and Budget (OMB) established a Grants Management Line of Business (GML0B) as a government-wide solution that supports end-to-end grants management, with the ultimate goal of promoting citizen access, customer service, and agency financial and technical stewardship. An OMB-sanctioned multi-agency GMLoB Task Force developed a target operating model, defined the common grants management business functions, and agreed to a consortia-based approach for implementing a common grants management solution.

In February 2006, OMB selected three GMLoB consortia leads: the Department of Health and Human Services, Administration for Children and Families (HHS/ACF); the Department of Education; and the National Science Foundation. Since that date, OMB has encouraged Federal grant-making agencies to migrate from their legacy grants management systems to one of the three GMLoB leads. In an August 31, 2007 message to the Chief Information Officers (CIO) Council, OMB stated that by Q1FY08 (December 31, 2007), agencies are required to sign an MOU with one of the three GMLoB leads to work towards future migration. More recently, on October 12, 2007, OMB released guidance on completing a Fit-Gap analysis for agencies to identify an appropriate lead, or if unable to align with a lead to submit an appeal to OMB.
